Q:what size circular needle do i need to make socks ?

A: It will depend on your pattern and your gauge. Most fingering weight socks are knit on a US 0, 1, 1.5, or 2. Worsted weight socks are typically knit on a US 6, 7, or 8.
Q:Your info says 9" and 12", how can I be sure I will get the size I want?

Q:How long are the tips on the 9" circulars vs. the tips on the 12" circulars? I bought a pair of the 9 in bamboos, but I find the tips were too small to knit efficiently because I didn't have enough needle to grasp.

A: The needle tips on the 9" are approximately 2" long. The 12" circulars have a slight bend in the needle tips - they measure 1/2" from join to middle of the bend and 2 1/4" from there to the tip. Overall length is approximately 2 3/4".
